Stephen Avenue is in the heart of our city and home to Calgary’s finest collection of heritage buildings. Permits are required for all activations on the Avenue, from 1 Street SE to 3 Street SW. Please note that permits require 7-10 business days to process and are subject to applicable fees. Permit requests for dates within 7 business days are subject to rush fees. Activations on Stephen Avenue must be safe and inclusive for all.

Display & Activation Permits
All booths, displays, and activations on Stephen Avenue, including Stampede and seasonal displays, require a permit. Please allow 7-10 business days for permit processing.
Vehicle Access Permit
Stephen Avenue is closed 24/7 to vehicle traffic April 1 to Oct 31, and closed to vehicle traffic from 6 am to 6 pm the rest of the year. A vehicle access permit is required to drive on Stephen Avenue during these road closures. This applies to all delivery, events, and construction vehicles. Please allow 7-10 business days for permit processing.
A busking permit is required for street performances on Stephen Avenue, in addition to The City of Calgary busking permit. Please allow 7-10 business days for permit processing.
Stephen Avenue Seasonal Patio Application
Calgary Downtown Association offers a seasonal patio program to Stephen Avenue businesses during spring and summer months. Permits are subject to fees as applicable. Please allow a minimum of 10 business days for processing.
All construction work on Stephen Avenue and Barclay Parade requires a permit from Calgary Downtown Association. Applications MUST be submitted a minimum of four weeks prior to the commencement of work.
Street Food Vendor Permit
Street food vendors require a permit to operate on Stephen Avenue. This includes all food trucks, carts, trailers, and pop-up stands. Fees apply. Please allow 10-20 business days for permit processing.
Photography & Film Permits
